23-year-old Francisco Javier Ruedas who escaped the Webb County jail on the weekend has been captured. Ruedas was in a Nuevo Laredo, Mexico park when captured by mexican autorities. The inmate claims he was let go by jail staff after filing out papers releasing him. Sheriff Martin Cuellar denies this.
