49-year-old Rolando Alberto Rangel turned himself in to police to be charged with assault and interfering with an emergency phone call.According to records, he was arrested in charges of assaulting a 53 year old man who was sent to the hospital with lacerations to the head. In May of 2008, Rangel turned himself in for stalking. Fire officials will make the determination as to what the next course of action will be.
